It is my proud privilege to be elected as Chairman of Hailakandi M.B. and I am thankful for this opportunity being given to me by all of you to serve the Hailakandi Town and you the people of Hailakandi.
It is my personal experience from public life that mutual understanding and goodwill between citizens and the civic body are essential for better delivery of civic services. At times, if understanding and goodwill are not present, much of the good work accomplished by this Board is not properly appreciated whereas people remain unsatisfied thinking we are unable to perform. We, in H.M.B., therefore, want to develop bridges of understanding and goodwill between us and ensure that communication and feedback channels remain open between us.
I would like to assure you that H.M.B. is fully alive to its responsibilities and committed to giving the town its due pride. For us, improving the quality of life is not just the top priority, it is the only priority. For this great task, HMB will mobilize all resources at its command so that it could discharge its functions in an efficient and effective manner. I know we as an organization are not perfect and still there is lot of scope for improvement. As a Chairman, I as, sure and promise you that I will take all possible steps to ensure that we meet the expectations of the public at large. On the other hand, we also have great expectation from you. While we do our duty to the best of our capability, we in turn expect you to help us in a number of ways to keep Hailakandi Town clean, green and healthy.
I would like to conclude my message with the assurance that Hailakandi M.B. would do its best to discharge its responsibilities for improving the overall quality of life in the town and with your cooperation and support, I am absolutely certain it won’t be long before we become one of the best town in Assam.

History of Hailakandi Municipal Board
The Hailakandi Town Committee was constituted in the year 1921. From the available records it was seen that a Magistrate was in-charge of the then Town Committee and Shri J.C. Nandi Mazumdar (E.A.C), Shri P.K.Dutta and Deputy Commissioner, Cachar were the members of the Town Committee.
In the year 1926 the then S.D.O (civil) was the Chairman of the Town committee and Shri B.C. Das, Assistant Munsiff, Shri K.C. Purkayastha , Shri B.C. Chakraborty and Shri Prayag Dutta and Shri Watir Ali Choudhury were the members of the then Town Committee.
It was also found from the available records that Shri Abdul Motlib Mazumdar, Shri Mantaz Ali Laskar, Shri Abhinash Roy, Shri Lokendra Mohan Chakraborty and Shri Promod Bhattacharjee were the Chairman of the then Town Committee from time to time.
Besides, Shri Watir Ali Choudhury, Shri Suresh Chandra Paul, Shri Naresh Chandra Tarat were also the Vice-Chairman of the then Town committee from time to time.
Shri Lokendra Mohan Chakraborty was the long term elected Chairman of the Town Committee for a period of 15 years till Municipal Board was constituted by the Govt. w.e.f 21st December’1963.
Hailakandi T.C. was upgraded as Municipal Board by the Govt. w.e.f. 21st December’1963 with the Chairmanship of Shri M.D. Raftab the then S.D.O.(Civil), Hailakandi with the following nominated members :-
1. Shri Hasan Raja Laskar,
2. Shri N.C. Tarat,
3. Shri Abdur Rahman Choudhury,
4. Shri Digindranath Bhattacharjee,
5. Shri Harisadhan Chakraborty,
6. Shri B.L. Sarda,
7. Shri R.M. Das,
8. Shri Harasundar Chakraborty,
9. Shri Jatindra Mohan Dhar &
10. Shri Kula Chandra Namasudra.
Subsequently Govt. appointed Shri M.P. Bejbaruah, Shri S.K. Agnihotri, (IAS) S.D.O. (Civil), Hailakandi the ex-officio Chairman of Hailakandi Municipal Board till Shri Keshab Chandra Chakraborty was elected as Chairman, Hailakandi Municipal Board till 25th January’1969.
In that time, there were 4 (four) wards in the town & area of town was extended and delimitated into 8 (eight) Wards.
The 1st Municipal General Election was held on 14th July’1968 and the 1st elected Chairman & Vice-Chairman were Shri Keshab Chandra Chakraborty & Shri Haridas Deb respectively who took over charges on 25th January’1969. The 1st elected members were as follows:-

3. Shri Makhan Lal Sengupta,
4. Shri Nripendra Kumar Choudhury,
5. Shri Karuna Sindhu Dey,
6. Shri Prafulla Chandra Acharjee,

8 Shri Amullya Chandra Debnath (Govt. Nominated).
The 2nd elected Board took over charges on 5th April’1974 Headed by Shri Keshab Chandra Chakraborty & Shri Abdul Khalek Laskar as Chairman & Vice-Chairman respectively with the following Commissioners till 25th January’1977 as the Govt. of Assam dissolved the Board on completion of the term.

After dissolution of Board on completion of the Tanure Shri Soumitra Sankar Dey (Badal Dey) Election Officer, Hailakandi was appointed as Executive Officer of the Board for the period from 26th January’1977 to 9th January’1979.
The 3rd elected Board took over charges on 10th January’ 1979 headed by Shri Ashok Dutta Gupta and Shri Mintu Lal Paul as Chairman & Vice-Chairman respectively with the following Elected Commissioners:-
1. Shri Lokendra Mohan Chakraborty,
2. Shri Subhash Chandra Roy,
3. Shri Subal Chandra Bhowmik,
4. Shri Bhaskar Bhattacharjee,
5. Shri Madhusudhan Deb Nath,
6. Shri Ranjit Kumar Saha,
7. Shri Jugendra Chandra Das (Govt. Nominated)
8. Shri Chandra Kanta Debnath (Govt. Nominated)
Subsequently Shri Mintu Lal Paul tender his resignation & Shri Bhaskar Bhattacharjee was elected as Vice-Chairman on 9th May’ 1980.
In November’1981 Shri Ashok Dutta Gupta had tender his resignation against a no-confidence motion and then on 4th December’1981 Shri Lokendra Mohan Chakraborty was elected as Chairman of the Board.
In May’1982 Shri Bhaskar Bhattacharjee had also tender his resignation against a no-confidence motion and on 28th June’ 1982 Shri Mintu Lal Paul again elected as Vice-Chairman of the board. In July’1982 Shri Lokendra Mohan Chakraborty, Chairman of the Board had tender his resignation against a no-confidence motion and subsequently on 10th August’1982 Shri Mintu Lal Paul was elected as chairman and after taking over charges of Shri Mintu Lal Paul as Chairman of the Board, Shri Madhusudhan Debnath was elected as Vice-Chairman on 13th August’1982.
The 4th General Election of Hailakandi Municipal Board was held on 6th June’1983 where Shri Benulal Ghosh and Selim Uddin Barbhuiya were elected as Chairman and Vice-Chairman respectively. The Elected Commissioners were as follows:-

4. Shri Ranjit Kumar Saha,
5. Shri Ranjit Bhattacharjee,

Shri Selim Uddin Barbhuiya tender his resignation from the post of Vice-Chairman on 16th June 1984 & Shri Radha Kanta Das was elected as Vice-Cahirman of that Board. The term of the same Board was up to 6th June’1987 but due to misapplication of power & fund, the said Board was dissolved on 28th March’1987 by the Govt of Assam and Shri N.B. Das, (EAC) took over charges of the Board as Executive Officer w.e.f 28th March’1987 to 13th August’1987.
The Govt. of Assam appointed an Ad-hoc Board on 14th August’1987 with 10(ten) members where Shri Bhola Deb & Shri Jalal Ahmed Choudhury were appointed as Chairman and Vice-Chairman respectively.
The Govt. appointed members were as follows:-
1. Shri Subhash Chandra Roy,
2. Shri Prabhat Chandra Nath,
3. Shri Subhanendu Gupta,
4. Shri Jahir Hussain Mazumdar,
5. Shri Narayan Sarda,
6. Shri Pradip Dey,
7. Shri Niladri Roy, and
8. Shri Anil Debnath
The Ad-hoc Board was dissolved by the Govt. and Shri Mukul Chandra Gogoi (ACS), Election Officer, Hailakandi was appointed as Executive Officer of the Board for the period from 14th August’1987 to 7th August’1992 (FN)
The 5th Elected Body took over the charges of Hailakandi Municipal Board on 7th August’1992 and all the members administered the Oath of allegiance by Shri Pankaj Nath on 07th August’1992 as appointed by the District Magistrate Shri K.K. Hazarika. Shri Ranjit kumar Saha unanimously elected as Chairman of the Board and on 10th August’1992 and Shri Saidur Rahman Mazumder was elected as Vice-Chairman unanimously.
The Elected Commissioners of the Board were as follows:-

2. Shri Bhaskar Bhattacharjee,
3. Shri Madhusudan Debnath,
4. Smti Manjushree Debnath,
5. Shri Swapan Deb,
6. Shri Benulal Ghosh,
7. Shri Pankaj Kumar Nath, (Govt. Nominated)
8. Shri Nagendra Suklabaidya (Govt. Nominated)
The terms of the Board was completed on 7th August’1996 and the Govt. of Assam dissolved the Board and Shri S.M.Z. Chisty (ACS) took over the charges as Executive Officer of the Board for the period from 8th August’1996 to 28th January’1999 (FN) and after transfer of Shri S.M. Z. Chisty by the Govt. Shri Animesh Talukdar (ACS), Election Officer, was appointed as Executive Officer of the Board for the period from 29th January’1999 to 9th July’1999 and on being transfer of Shri Animesh Talukdar (ACS), Shri Nabadeep Pathak was appointed as Executive Officer for the remaining period from 9th July’1999 (AN) to 8th September’1999 (FN).
The 6th General Election of Hailakandi Municipal Board was held on16.6.1997 and first meeting for election of Chairman and Vice-Chairman was held on 8th September’1999 as per Gazette Notification published on 9th August’1999 and all the elected Commissioners took the Oath of allegiance by Shri Hirendra Chandra Paul. Shri Swapan Kumar Deb and Smti Shibani Paul was elected unanimously as Chairman and Vice-Chairman respectively of the Board.
The Elected Commissioners of the Board during the period from 8th September’1999 to 7th September’2004 were as follows:-
1. Shri Hirendra Chandra Paul,
2. Smti Sandhya Roy,
3. Shri Subhendu Bhattacharjee,
4. Shri Haraprasad Duttagupta,
5. Smti Monika Das,
6. Smti Manjushree Debnath,
7. Smti Usha Chanda, and
8. Shri Shanti Debnath.
The Board was dissolved on 7th September’2004 on completion of term vide order No.MA.342/97/8-A dated, 07-09-2004 and Shri Manas Das (ACS) took over the charges of the Board as Executive Officer from 8th September’2004 and holding his office up to 11th April’2007 and on being transferred by the Govt. to him at Brahmaputra Valley and then Shri Tapash Deb (ACS) hold the Office as Executive Officer from 12th April’2007 to 2nd May’2007.
The Govt. of Assam vide Govt. Notification No. UDD (M) 112/2007/2 dated, 30-04-2007 appointed Ad-hoc Board with the following members where Shri Ranjit Kumar Saha and Shri Hiralal Dutta Purkayastha were appointed as Chairman and Vice-Chairman of the Board respectively.
The appointed members were as follows:-

4. Shri Sushanta Deb,
5. Shri Mrinal Kanti Debnath,
6. Shri Mrinal Kanti Paul,

10. Smti Lavee Nath,
11. Shri Biswajit Dutta,
12. Shri Bacchu Sharma.
The aforesaid Ad-hoc body constituted vides Notification No. UDD(M)112/2007/2 dated,30-04-2007 was dissolved w.e.f. 4th March’2009 and Shri Ranjit Kumar Saha was appointed as Administrator w.e.f 5th March’2009 vide Govt. Notification No. UDD(M)112/2007/29 dated,02-03-2009 and was holding charge of Administrator till 23rd June’2009 and subsequently Govt. of Assam cancelled the said order as per Court Verdict.
In pursuance of Govt. under Notification No. UDD(M)10/2009/128 dated,06-06-2009 Shri Debasish Chakraborty (ACS), the Addl. Deputy Commissioner, Hailakandi took over the charges of the Board as Executive Officer and function till 15th September’2009 (FN).
