Gogoi visits Barak Valley

SILCHAR, Oct 27 – On the eve of Panchayat election, Chief
Minister Tarun Gogoi visited Barak Valley to highlight
various development works in the valley. Gogoi attended
several programmes during his visit to the Valley. Before
coming to Silchar, the Chief Minister visited Hailakandi
where he inaugurated a bridge and one indoor stadium. In the
evening, he went to the police parade ground where he
inaugurated the newly-constructed guest house. In his speech
at the party office, he said that the Barak Valley is
advanced regarding development works. There are lots of
bridges and roads which have been constructed during his
regime. History has reflected that such works had not been
done earlier. He further said that not only in bridge and
roads, but due care has been taken to develop the academic
situation, health centre, irrigation, PHE etc.
At last, Silchar Medical College
received an MRI machine worth Rs 7 crore. This
MRI machine was inaugurated by Gogoi. In his speech, he said
that this was indeed a red letter day for this medical
college. Health is one of the prime sectors for him. His
dream to make Silchar Medical College as one of the best
medical college, is near about completed. This MRI machine
definitely helps people with treatment at nominal cost. He
further said that there are many more to come to this
medical college. New machine, surgical equipment, new
infrastructure, separate building for paediatric, surgery
etc. will soon be available.
Himanta Biswa Sharma, Minister of Health and Family Welfare
said that the government has given due importance to improve
the health sector. For Silchar Medical College Rs 82 crore
was sanctioned out of Rs 100 crore. The reconstruction
Gandhi Bagh was inaugurated by the Chief Minister also.
The approval came in a meeting of the Cabinet Committee on economic affairs in New Delhi yesterday, said Union Minister of Heavy Industries and Public Enterprises Santosh Mohan Dev here today.
Mr Dev, who also participated in the meeting of the Cabinet Committee, said Prime Minister Manmohan Singh was also concerned over frequent landslips in NH 44 leading to disruption of communication of the region, including south Assam, Tripura, Mizoram and western part of Manipur, during monsoon in particular.
The Union Minister said the new road would get Guwahati from Silchar through Assam areas only by touching Harangajao and Turuk in North Cachar Hill district of the state.
He said while the new road would help lessen distance between Silchar and Guwahati, there would be a few terrains throughout the proposed stretch, and therefore fear of landslides and allied possibilities of disruption would be minimised.
It would help the region's connectivity with the rest of the country remaining uninterrupted throughout the year, the Union Minister said.
The meeting gave financial approval for construction of a total of 994-km new stretch of national highways for the North-East, including the Guwahati-Silchar alternative road, a new 40-km road from Jiribam to Badarpur, in parallel with NH 53, another 40-km road from Silchar to Lala in parallel with NH 54 and the 20-km Silchar by-pass road, Mr Dev said.

NEW DELHI: An airport in Silchar (Assam), a bridge in Orissa,
a port in Gujarat, a highway in Karnataka -- what do these
Central government projects have in common? It’s a dubious
distinction they all share. All of them are government
projects and all of them are running well behind schedule.
And these are not isolated cases. Out of a total of 866
projects, each costing Rs 20 crore or more, 297 projects --
spawned by over 13 ministries -- are running badly behind
schedule. More than Rs 24,000 crore will be spent
additionally because of the delay -- an amount sufficient
for many more projects.

GUWAHATI, Oct 26 – Rating Ya Ali sensation Zubeen Garg and winner of Zee TV’s Sa Re Ga Ma Pa Challenge 2005 winner Debojit Saha as two of the better singers in the Indian music industry, noted music composer Ismail Darbar today said both the singers from Assam, have the mantle to make big in the world of music. While describing Zubeen as a god-gifted singer, the noted music director went on to say that it is his dream to see Debojit amongst the top singers and he will do everything possible to materialise his dream, whenever the opportunity comes.
Talking about Zubeen, the undisputable king of Assamese music industry, Ismail said,“ Zubeen comes across as a fakir, who seldom looks at things with a professional perspective. He sings when he wants to sing and that is what makes him an unique singer.”
“His style of singing especially his Sufi rendition stands him apart from other Bollywood singers,” he said.
It may be mentioned here that Zubeen sang two classical numbers in Ismail Darbar’s maiden private music album titled Rashiya Saajan, which hit the market couple of months back.
“When I asked him to sing these songs for my album, which also included the title number, he candidly said that he has never sang such classical number before but later when he finally lent his voice, it turned out to be flawless. The title song was a difficult one but he sang it with ease,” revealed Ismail who was addressing a media gathering here. Ismail was here to inaugurate the 8th International Expo, which is being organised at the Assam Engineering Institute Field.
Asked as to why, Debojit Saha, in spite of turning into a rage in the Indian music industry after winning the reality show title in the year 2005, is yet to bag any major break in the film industry, he said, “ I was one of those few people who had faith in his singing talent and it was only after I insisted personally that he was allowed to make it amongst the top 40 contestants in that show. My other colleagues never liked his tonal quality, which was evident during the show from time to time. I still have faith on his voice and I will soon prove his worth in the music industry”.
“The reason I did not make him sing for my private album was not that I forgot my promises but as Debojit has entered into a two-year contract with Zee TV, he is not supposed to any music album until the maturity of the deal,” he explained.
“Yes, I can make him sing for any of my films but in the last couple of years, I have not composed music for any movie,” he stated.
“When the time comes, I will make him sing for me,” he added.
Meanwhile, Ismail also expressed his desire to organise a live programme in symphony style at Guwahati in the near future.
On his latest tryst with controversy revolving around Zee TV latest edition of the reality show, Ismail said, “ What happened was very unfortunate and I will never work with Zee TV again”.

Guwahati, Oct. 27: Barak Valley Cements Ltd is set to become
the first company from the Barak Valley to enter the capital
market.
The Rs 75-crore company will come out with a initial public
offer (IPO) to finance its expansion plans. It will also set
up a 6MW biomass-based power project to meet the working
capital requirements. The IPO of 56,60,000 equity shares of
Rs 10 each opens on Monday and closes on November 1. It
plans to raise Rs 23 crore from the capital market.
Train
services to resume tomorrow

GUWAHATI, Oct 26 — Normal passenger train services between
Lumding and Barak Valley will be resumed from October 28
onwards, NF Railway sources here said. Following the
collapse of Bridge No 108 on June 25 last, train service
between the two valleys of the State stood suspended.

NAGAON, Oct 25: Indigenous Asomiya Muslim students’ community here demanded detection and deportation of all illegal migrants who came to Asom after March 25, 1971. They also appealed to all political parties, organizations and all section of people including the Muslims to come forward to press the Government, both the State and the Centre, to take stern steps to drive out all foreign nationals in the greater interest of the State and its people, irrespective of religion and community. They opined that unabated influx of the foreign nationals was making the situation in the State critical. The Muslim students also felt that if the Government failed to take effective measures to stop the flow of immigrants and drive the foreign nationals out of the State, very soon Asom would turn into another Bangladesh.

GUWAHATI, Oct 25 – Shortage of bamboo has affected the functioning of Hindustan Paper Corporation’s (HCP) Cachar Paper Mill in North Cachar Hills. According to HPC authorities, the “precariously low” stock of bamboo is basically due to the failure of the North Cachar Hills Autonomous Council (NCHAC) to honour its agreement with HPC for supplying bamboo.
As per the agreement signed on October 11, 2006, the NCHAC was to supply 1,80,000 MT of bamboo per year by rail/road to Cachar Paper Mill. However, following a request from the NCHAC, HPC agreed to receive an additional supply of 1,10,000 MT of bamboo by rail/road to Nagaon Paper Mill.
“During the one-year duration from October 11, 2006 to October 10, 2007, the NCHAC supplied 40,553 MT and 54,561 MT to Cachar Paper Mill and Nagaon Paper Mill respectively. In fact, against a commitment to supply 1,00,000 MT by road to Cachar Paper Mill, they did not supply any quantity,” a statement from HPC said.

HAILAKANDI, Oct 24 – The four-day-long Durga utsav was celebrated in Hailakandi district with tradition, joy and gaiety. Despite devastating floods in Hailakandi district last month, the Durga puja festive spirit had gripped the entire district. The rain spoiled the Puja spirit on the first two days but the Sun came out on Mahanavami.
Elaborate security arrangements were made by the police in the puja pandals of the district. CRPF personnel were deployed to avoid any kind of untoward incident. Emergency control room was also opened in the headquarters of the district.

Cachar
Oct. 16: A Rs 5-crore package has been sanctioned by the
Centre and the Assam government for a major makeover of
Silchar, the second largest town in the state and the
headquarters of Cachar district.
The 175-year-old town, with a population of three lakh-odd
people, will be upgraded to a modern urban centre with all
ameneties.
The driving force behind this restoration effort is Sontosh
Mohan Dev, the Lok Sabha MP from Silchar and Union minister
for heavy industries and public enterprises. He boasts a
family connection with this town stretching back 150 years.
Dev said he had been trying to sell the idea of
re-beautifying this town to the state and central
governments and that his persistent efforts had finally
borne fruit.
This once beautiful town, spanning 15sqkm, has gradually
been turning seedy with escalating civic problems and a
steady loss of greenery because of unplanned urbanisation.
Previously a cantonment town, Silchar’s origin dates back to
the arrival of the British colonialists in Cachar during the
governor-generalshi p of William Bentinck.
On the drawing board for the slew of schemes planned for the
town’s facelift is the overhaul of its dilapidated road
network. Owing to floods as well as abundant rainfall in the
past few weeks, the roads are in a derelict condition and
are dotted with innumerable potholes.
Renovation of roads in this town will soon get under way.
The budget for this project alone is Rs 3 crore.
Dev said chief minister Tarun Gogoi would inaugurate on
October 26 what is now being touted as a showpiece for this
town: a spruced-up Gandhi Bag, set up in 1928 on a 30-bigha
verdant plot.
As much as Rs 1.5 crore for the renovation of Gandhi Bag
flowed in from the Centre, the state government and
corporate houses.
The new-look park has a serpentine lake where boats with
rubber pedals would be pressed into service. A toy train
will traverse a zigzag rail route, passing through a
500-metre-long artificial tunnel.
A jogging track, water fountains, a jumbo playhouse for
children and a large garden are the added attractions.
Also on the anvil is the first master drainage scheme in
Assam for this town with a budget of Rs 177 crore.
The USP of this underground drainage facility will be that
it will curb regular episodes of waterlogging in the town’s
main streets whenever there is a smart shower.
At least two more modern shopping malls are scheduled to
sprout, too.
Also on the cards are a couple more recreational amusement
parks, complete with floating restaurants and rowing
facilities. These will be set up at a cost of Rs 1.2 crore
at Ramnagar and Banskandi lakes near the town, where
migratory birds converge in winter.

along with senior Congress leaders inspected the devastated
fire-hit areas of Badarpur Railway Station Road market,
where 13 shops were completely gutted recently. After
inspecting the fire-hit areas, the minister expressed deep
sympathy for all victims and assured them of financial help
at the government level. He also instructed all concerned
officials of Karimganj district administration to make all
necessary arrangements after scrutinising and estimating the
loss of property of the gutted shops as early as possible so
that the victims can get financial help from the government
before the ensuing
Durga Puja festival.
All MG rail lines in NE to
become BG
AGARTALA, Oct 7 –
All metre gauge rail lines in the north-eastern region would be converted to
broad gauge, railway officials said here today. Of the total 2,578 km railway
line in the region, 1238.73 km is broad gauge. Of this, 1,227.6 km is in Assam and the
rest is in Nagaland.
Since
1992, about 1,079 km of gauge conversion was completed in the region and the
Northeast Frontier Railway has laid 193 new lines within this period in the
region, they said.
Tripura has only 64.42-km railway track and the NF
Railway is working for laying additional 89-km new line to connect the rail
network with the state capital Agartala, the officials said.
The new
projects in the region include Kumarghat-Agartala in Tripura,
Jiribam-Imphal in Manipur, Dimapur-Zubza in Nagaland,
Azra-Byrnihat in Meghalaya,
Dudhnoi-Deepa in Meghalaya,
Harmuti-Itanagar in Arunchal Pradesh, Bogibeel rail-cum-road bridge in Assam and
Mainaguri-Joghigopa in Assam and West Bengal. –

SILCHAR, Oct 6: The Ministry of Tourism has sanctioned Rs 605.42 lakh for developing the tourist spots and tourism potential of the Barak Valley and the two hill districts of North Cachar and Karbi Anglong. This has been revealed in the letter by BN Prasad, Under Secretary to the Government of India, to the Ministry of Tourism dated September 19, 2007.
The package includes improvement of roads from the foothills of Bhuvan Hills to the Shiva temple, landscaping, illumination, site development at Khaspur, recreation and public facilities at Banskandi Anua, development of a children’s park near Normal School, creation of a floating restaurant and beautification of the bank area at Ramnagar Anua, building tourist facilities at Masimpur area including strengthening of the approach road, facilities for pilgrims at Kachakandi temple, Udharbond, introduction of water-sports at Ranidighi pond, Udharbond, tourist facilities at Gobindapur, Bhairvatila near Sonai, beautification of the Barak river-front for cruise vessels, development of tourist facilities at the monument site at Latu, the birth-place of the first mutiny war of 1857 in the North-east are part of the centrally-funded package.
The biggest natural water course of Sonbeel and Sutarkandi bordering Bangladesh are to have pathways. Sidheswar Shiva temple near Badarpur will also go for renovation.
In the hill districts of North Cachar and Karbi Anglong, the package envisages the renovation and refurbishment of the forest bungalow at Garampani, provision of tourist facilities with the construction of a tourist facilitation centre on the model of Karbi Hemtun at Kohora Eco resort, development of tourist facilities at Howraghat and eco tourism project at Haflong.
The details of the package and allotment of fund against each project have been conveyed to the Government of Asom by the Union Tourism Ministry. The sanction of the President of India has also been conveyed for release of Rs 484.34 lakh as first instalment of the grants in aid. The State Govt would allot land for the project and arrange for basic facilities. It is enjoined on the State Govt to constitute a monitoring committee for initiating the projects for their proper implementation.
The proposed power project would help meet the present severe power crisis in Assam and Barak Valley areas in particular, the Minister added.
Talking to reporters here, Mr Dev said the Centre had decided to construct an alternative road between Silchar and Guwahati only to make reliable the connectivity of this region with the rest of the country.
The Centre had already given its nod for the project.
Mr Dev said he would return to Delhi to attend the Cabinet meeting within next couple of days, where the project would get approval of the Union Cabinet.
Mr Dev said an alternative road connectivity of the region - comprising Barak Valley, Tripura, Mizoram and parts of Manipur - with Guwahati was necessary given the landslide-prone NH 44 via Shillong, considered the lifeline of the region.
He said occurrence of frequent landslips at Sonapur region of Meghalaya had become a nightmare for the region.
Traffic on the road remained cancelled for many days during monsoon due to landslide.
Therefore an alternative road through Assam areas was the only solution, he stated.
Mr Dev said the Union Surface Transport Ministry also had been considering alternative arrangement at Sonapur on NH 44 only to avoid the landslide-prone zone.
Rs 58 cr for waterways devp in Barak Valley

SILCHAR, Sept 24: After making survey of the flood ravaged seven Assembly constituencies of Cachar, Sontosh Mohan Dev, Union Minister of Heavy Industries and Public Enterprises, told a crowded press conference at the Congress Bhavan today, “The floods this time have been unprecedented in which every family of this valley overtly or covertly has been affected. Breaches, 74 in all, across Cachar, Karimganj and Hailakandi have contributed towards the natural disaster”. Besides, sluice gates have not been strengthened for more than 20 years, he added. Water-logging is chronic and perpetual, causing immense misery to the urban population in the towns. Dev attributed high floods to huge siltation in the Barak and its fallout on its major tributaries and town drainage channels which aggravated the drainage congestion. With a view to overcoming the problem of high floods and related issues, Dev said the Water Resource Department has been directed to plug the breaches along the entire embankment network of Barak Valley with fire-fighting urgency. WRD has prepared a comprehensive plan for renovation of all defective sluice gates with modernised technology for smooth operation of the locking and opening systems. Dey revealed Inland Waterways Authority of India has already planned to develop the waterways of Barak and Jushlala from Lakhipur to Kushiara. The IWAI has framed up an estimate of Rs 58 crore for the purpose of development of channels for navigation with the required minimum waterways of 40 metre width and 1.5 to 2 metre depth along with construction of four terminals at Lakhipur, Silchar, Badarpur and Bhanga, he said.

SILCHAR, Sept 29 – The Barak Valley which is situated in the southern part of the State contributes a huge amount of the per capita income. Any disasters in this region affect the State’s economy.
The proposed visit of Chief Minister, Tarun Gogoi to Barak Valley on September 11 was cancelled due to bad weather in the route. But then on September 19, he made an aerial survey of flood situation by helicopter and had a meeting with higher official. Everyone knows that the entire Barak Valley is facing a fierce flood situation. About four lakh people have been affected in Cachar district.
There is always dissatisfaction regarding distribution of relief materials. But some people misuse these relief material. These relief materials are meant for poor people – people not having proper shelter, proper clothes, proper sanitation etc. Long queue are seen for food. But administration fails to meet the requirements despite making huge arrangements. The main problem is with the distribution system. A rickshaw puller who is presently in GC College relief camp said that one truck relief material came to the premises few days back. But ‘some’ persons said the material will be distributed later on.

Oct. 5: Assam University has set up a
six-member high-level committee to probe the
hooliganism that took place on the campus on Tuesday
night.
The committee comprises teachers and senior
officials of the university.
On Tuesday night, a section of the students
ransacked some administrative buildings and damaged
the official car of registrar Souri Sengupta to
protest the unavailability of drinking water on the
campus.
The students clamped a daylong bandh the next day
and boycotted classes on the Dargakona campus,
located 25km south of Silchar.
Jolted by the student unrest, the vice-chancellor of
the university, Tapodhir Bhattacharjee, and other
senior officials decided form a panel to end the
crisis.
The Assam University Students’ Forum has, however,
threatened to carry on with its agitation if the
authorities fail to find a permanent solution to the
water shortage.
The central university, inaugurated in 1994, has
1,800 students on its rolls.
The authorities have decided to bring drinking water
in tankers from the nearby Rosekandi tea garden and
BSF camp as a temporary measure.
The authorities have blamed the inefficiency of the
public health department for the water crisis. The
department executed a Rs 2-crore project to set up a
water treatment plant on the banks of the Baluchari
stream at Dakbungalow, a village 2km away from the
university campus.
Bhattacharjee complained that the department had
used asbestos pipes instead of the mandatory iron
pipes in the 10km long underground water pipe
system. The asbestos pipes, which are brittle in
nature, have eroded in many places. As a result, the
water carrying capacity of the pipes have decreased
from over 2.5 lakh litres of water everyday to only
60,000 litre everyday.
Bhattacharjee said he has already started
consultations with the Central Ground Water Board
and the Institution of Engineers’ Silchar chapter
for a feasible blueprint of another scheme for
ensuring adequate water supply.
The suggestions given include reserving some
enclosed areas on the campus for water harvesting
and arranging for another large reservoir of water
from where the treated water can be transported
through pipes. The university management is also
considering a proposal to institute an probe into
money laundering by the public health department.
